Terms of reference

  1. The Governing Committee is appointed by the Secretary for Health to oversee the operation of the District Health Centres (DHCs) in Tuen Mun, Yuen Long and Southern (TMDHC, YLDHC and SDHC respectively) in accordance with the terms and conditions as set out in the respective DHC contracts.
  2. The Governing Committee has to deliberate, and be accountable to the Secretary, on matters relating to the operation of the mentioned DHCs including but not limited to the following –
    1. whether the DHC services have been delivered in a smooth, effective and efficient manner;
    2. whether the DHC services have been delivered and developed to professional standards;
    3. whether the performance targets have been achieved; and
    4. whether the design objectives of the mentioned DHCs have been met.
  3. The Governing Committee is to provide guidance on operational and financial performance of the mentioned DHCs including resource utilization, community networking, staff / network service providers recruitment and retention, etc.
  4. The Governing Committee should ensure an effective link among the mentioned DHCs and the following community stakeholders to enable the mentioned DHCs to be more responsive to local needs –
    1. the community healthcare network, including the public healthcare system, i.e. the Hospital Authority and the Department of Health, as well as the other healthcare service providers and partners in the community; and
    2. other social or non-medical community partners.
  5. The Governing Committee is responsible for monitoring public opinion and suggesting improvements about DHC services.
  6. The Governing Committee receives reports from the Operators of the mentioned DHCs, including but not limited to the annual business plan and annual budget of the mentioned DHCs; regular progress updates; and reports on repeated complaint and/or appeal cases from DHC users, stakeholders and staff (as appropriate). The Governing Committee may offer guidance to the Operators on the way forward.
